湖南省青少年应急能力现状及提升对策研究

为落实湖南省“十四五”应急管理规划部署,破解灾害频发背景下青少年应急能力提升难题,本研究依托情境认知理论、社会认知理论与多元协同理论,搭建“社会-家庭-学校”三域协同框架。在湖南省14 市州开展调研,采用问卷调查、深度访谈、实地观察等混合研究方法,覆盖多类样本,回收有效问卷4000 份。结果显示,三域均存在明显短板,社区应急资源供给不足,家庭专项教育实施薄弱,学校受硬件设施与师资力量制约。因此提出“三域共育、四维协同”优化策略,为省级应急教育政策完善提供实证依据。
